Vision

It is the purpose and goal of Surf Development Company to expand available opportunities for all low-income individuals, families, seniors and disabled persons who live in Santa Barbara County with the creation of housing and related programs that serve their needs.

Mission

The Housing Authority of the County of Santa Barbara affiliate non-profit, Surf Development Company (Surf), established in 1988 as a non-profit 501 (c) (3) public benefit corporation that provides housing for low-income families, seniors and persons with disabilities who cannot otherwise afford decent, safe and sanitary housing.

Although Surf has been in continuous operation since its founding in 1988, it was “reactivated” and reinvigorated in 2001. At that time, it refocused its mission and direction to the actual ownership and development of affordable rental housing units, working in close partnership with the Housing Authority of the County of Santa Barbara (HASBARCO), as the best way to serve Santa Barbara County’s lower income residents.

Where are we now?

Surf entered into an agreement with the HASBARCO in 1998 to manage the business of the corporation. Surf directly owns 6 sites with 35 units, and through limited partnerships owns 28 developments with a total of 1,529 units throughout Santa Barbara County.
